Now business and technical requirements need to be elicited, finalized, and estimated in a backlog, so the build and test teams have the information they need to execute the required work and that leadership understands how long the work should take.

Leadership has identified business workflow gaps where perhaps a required workflow does not exist today or the existing workflow is not as efficient as it should be. Performing process modeling events through a collaborative approach with key stakeholders is a GREAT way to finalize the best workflow for the required situation.
I always start with MS Excel to draft the initial flow(s) at various levels (L1 & L2), and then if needed I can convert the analysis to Visio using a BPMN format. I moved to this approach years ago because it was much faster, and in the early stages, it is beneficial to have process information in a tool that most everyone knows how to use and has access to. This provides a way for others to finish their work on the process information after completion of the larger group sessions when required.
